Cotton Ball Snowman
Cut 2 large circles out of white paper, making one a bit larger than the other. Dip cotton balls into  glue and glue on the circles. Have toddlers decorate the snowman with shapes from construction paper to make eyes, nose, mouth, a hat, mittens, scarf , boots.

Frosty Scenes
Toddlers will enjoy making winter scenes on paper. Using a mixture of half Epsom salts and half water,  use paint brushes to cover the paper with the salt mix. As the salt mix dries, shiny crystals will appear on the papers making frosty scenes.
Inside Snowman
If you have snow on the ground, but it's just too bitter cold to play outside, go out and get 3 snowballs and 2 small twigs if you can find them. Bring them inside and construct a Snowman in a bowl. Make him a hat out of black construction paper and give him arms with the twigs. I've made eyes with little buttons or whatever I could find that will look like eyes to a toddler. My little son had a ball with his snowman. We kept him in the freezer for days and let him come out to play when he wasn't 'chillin' in his frosty home.

Snowflake Jars
Have toddlers tear paper into tiny pieces and put them into baby food jars. Help them fill jars with water and tighten the lid. When they shake their jars the wax paper bits will appear to be dancing snowflakes.

Snowman Stick Puppets
Have a Snowman Puppet Show. Get some construction paper in white, black and any other colors you want. Cut 3 circles out of white paper making the 2nd and 3rd just a little bigger than the first one - i.e. make a Snowman body. With your black paper make a top hat and boots, using whatever template or freehand design you want. You can add more decorations to your Snowman too. Using a popsicle stick and white glue, glue the body pieces to the stick, leaving some stick at the bottom for you to hold. When all is dry, have a Snowman Puppet Show. Make lots of Snowmen for a big Show!

Torn Paper Snowscene
You'll need either black or blue construction paper and white tissue paper. Tear the tissue paper into different sized pieces. With white glue, arrange the pieces of tissue paper and glue onto the black or blue paper to create snowy landscapes. Add other colors of construction paper shapes to make houses, trees etc.

Shaving Cream Snow
You'll need a can or two of shaving cream and a table. Spray shaving cream all over the table top and let the kids create snow scenes with the cream. They can make hills and mounds etc. Use little people figures, houses, cars, trucks etc. to act out playing, working etc. in the snow!

Paper Plate Snowman
You'll need two paper plates, black, orange, and green construction paper, red pom poms, markers, glue, ribbon, and googly eyes. This is an easy craft project for toddlers or preschoolers. Cut the outer rim from one of the plates. Glue the smaller plate to the larger one to make a head and a body. With your black paper, draw a top hat and boots shapes. Cut out and glue to the plates. With your green paper, draw mitten shapes, cut them out and glue to snowman. Glue your googly eyes on the snowman's head. Glue the red pom poms on the larger plate for buttons. For a cute carrot nose, draw a long triangle from the orange paper and cut out, glue to snowman. Now to make your snowman stylish, tie a bow from your ribbon and glue on his neck!
